I am directed by Secretary Sir E. Grey to
acknowledge the receipt of your letter (Confidential 23641/1916) of May 26th, relating to the proposed
strict regulation of the wholesale trade in opium. With regard to Mr. Bonar Law's invitation to send a representative to attend the inter-Depart- mental Conference to be held at the Colonial Office, Sir E. Grey will be glad to appoint Mr. W.G.
Mr. Max Max Muller to represent the Foreign Office. Muller was one of the British Representatives at the International Opium Convention of 1912 and it is hoped that his knowledge of the subject will prove useful to the Conference. It would however owing to the pressure of work, not be convenient for Mr. Max Muller to attend the Conference till after
June 15th.
